从农户可持续生计框架出发,以河西走廊六县为调研对象,建立了农户生计指标体系并对其进行评估,从而揭示了当地农户生计资本与生计策略之间的影响关系。结果表明:(1)无论是项目组还是对照组,农户的5种生计资本整体比较稀缺,其中自然资本和金融资本极度匮乏,而人力资本、社会资本和物质资本相对较丰富,因此农户生计资本单一且配置极不合理,从而导致农户脆弱性程度高。(2)自然资本、人力资本和物质资本对农户生计策略的影响比较显著,其中自然资本和物质资本丰富的农户往往倾向于选择农业生产,而人力资本丰富的农户往往倾向于选择非农产业。(3)经定量评估对照组农户的农业兼业化程度要比项目组农户高。基于此,政府可以采取诸多措施来改善农户的生计现状,从而提升农户的生计水平,进一步转变当地农业的发展模式,缓解生态压力。  相似文献

Lakes Waihola and Waipori are shallow, coastal, tidal lakes that experience wind‐induced sediment resuspension, saline intrusions, and high inputs of nutrients. To determine the influence of externally‐driven, physical factors on spatial and temporal patterns of water quality in the two lakes, meteorological, hydrological, and water quality data were collected over 1 year. Multivariate analyses indicated that wind energy was driving the main water quality gradient in the lakes, which was primarily related to wind‐induced resuspension of lake sediments. The major, seasonally regulated, non‐tidal freshwater inflow was important in determining nutrient and salinity gradients in the lakes. The main nutrient inputs to the system were identified as the regulated, non‐tidal inflow (the upper Waipori River) and the tidal inflow (lower Waipori River). The impact of water quality gradients on zooplankton community structure in the lakes was assessed by canonical multivariate methods. Salinity gradients, caused by seasonal saltwater intrusions, were strongly related to zooplankton community structure in the lakes. Nutrient gradients (indicative of trophic state) were also related to zooplankton community structure. Although wind‐induced sediment resuspension had the largest impact on water quality in the lakes, it had little impact on the zooplankton community structure in either lake. The relationships between water quality and zooplankton community structure were confounded in Lake Waipori because of its very short hydraulic residence time (annual mean =1.9 days). Zooplankton community structure was resilient to short‐term changes in suspended particulate matter concentrations but not to seasonal changes in salinity. The results of this study support others which have shown impacts of even relatively small variations in salinity on the structure of zooplankton communities. This highlights the vulnerability of zooplankton communities in coastal lakes and wetlands to increasing salinity resulting from sea level rise and global climate change.  相似文献

ABSTRACT

The scientific literature has focused on uncertainty as randomness, while limited credit has been given to what we call here the “seventh facet of uncertainty”, i.e. lack of knowledge. This paper identifies three types of lack of understanding: (i) known unknowns, which are things we know we don’t know; (ii) unknown unknowns, which are things we don’t know we don’t know; and (iii) wrong assumptions, things we think we know, but we actually don’t know. Here we discuss each of these with reference to the study of the dynamics of human–water systems, which is one of the main topics of Panta Rhei, the current scientific decade of the International Association of Hydrological Sciences (IAHS), focusing on changes in hydrology and society. In the paper, we argue that interdisciplinary studies of socio-hydrological dynamics leading to a better understanding of human–water interactions can help in coping with wrong assumptions and known unknowns. Also, being aware of the existence of unknown unknowns, and their potential capability to generate surprises or black swans, suggests the need to complement top-down approaches, based on quantitative predictions of water-related hazards, with bottom-up approaches, based on societal vulnerabilities and possibilities of failure.

The present study evaluates seismic resilience of highway bridges that are important components of highway transportation systems. To mitigate losses incurred from bridge damage during seismic events, bridge retrofit strategies are selected such that the retrofit not only enhances bridge seismic performance but also improves resilience of the system consisting of these bridges. To obtain results specific to a bridge, a reinforced concrete bridge in the Los Angeles region is analyzed. This bridge was severely damaged during the Northridge earthquake because of shear failure of one bridge pier. Seismic vulnerability model of the bridge is developed through finite element analysis under a suite of time histories that represent regional seismic hazard. Obtained bridge vulnerability model is combined with appropriate loss and recovery models to calculate seismic resilience of the bridge. Impact of retrofit on seismic resilience is observed by applying suitable retrofit strategy to the bridge assuming its undamaged condition prior to the Northridge event. Difference in resilience observed before and after bridge retrofit signified the effectiveness of seismic retrofit. The applied retrofit technique is also found to be cost‐effective through a cost‐benefit analysis. First order second moment reliability analysis is performed, and a tornado diagram is developed to identify major uncertain input parameters to which seismic resilience is most sensitive. Statistical analysis of resilience obtained through random sampling of major uncertain input parameters revealed that the uncertain nature of seismic resilience can be characterized with a normal distribution, the standard deviation of which represents the uncertainty in seismic resilience. A resilience index is used to quantify preventive measures, emergency measures, and restoration measures of complex systems, such as physical infrastructures, when they are subjected to natural disasters like earthquakes, hurricanes, floods, etc. Interdependencies among these systems can generate cascading failures or amplification effects, which can also affect the restoration measures right after an extreme event and generate a reduction of the resilience index. In this article, a method is proposed to evaluate the physical infrastructure resilience of a region affected by a disaster considering infrastructure interdependency. It is illustrated using available restoration curves from the March 11 2011 Tohoku Earthquake in Japan. The weights assigned to each infrastructure, which are used to determine resilience, are evaluated using the degree of interdependency indices which are obtain by time series analysis. Results show that the weight coefficients thus obtained do not influence the resilience index significantly; however, the methodology proposed is unbiased from subjective judgment and is able to identify the critical lifelines. Furthermore, the results of the case study presented here suggest that to obtain meaningful estimation of the weight coefficients, it is necessary to consider the period range between two perturbations (e.g., main shock and aftershock). Future infrastructure disruption data (from this and other earthquakes) would be needed to generalize this finding that will allow also to quantify the changes in the restoration curves caused by the magnitude and distance of the shocks from the epicenter, as well as the intrinsic properties of the physical infrastructures. 当今,农户生计风险在农村社会建设的过程中是最为重要和核心的问题之一。作为基本的社会经济单元,农户正面临着来自经济、社会和自然等各方面的风险。石羊河流域农户由于面临着严峻的风险冲击使其生计脆弱性进一步加剧。所以,急需辨明流域农户面临的主要风险类型,并依此找寻提高农户风险应对能力的对策措施。针对流域农户生计风险的非线性关系和复杂性特征,以及BP神经网络的适用性范围,建立了基于BP神经网络的农户生计风险评价指标体系。并基于入户调查数据,运用熵权法计算得出流域农户生计风险评价指标体系中各种生计风险变量。同时,根据石羊河流域农户所面临生计风险的特征,基于BP神经网络结构模型,确定了其评价结果的表征方法。最终对模型的可行性进行了验证。研究表明:基于BP神经网络的生计风险评价模型对定量化测度农户生计风险的适用性较强,这可为决策部门定量评估农户生计风险提供依据。  相似文献

新型城镇化的提出,必然会对农村劳动力转移的方向、形式、强度等方面产生较大影响,而农村劳动力转移又与农户生计的可持续发展息息相关。从家庭决策的角度出发,劳动力的迁移改变了农户发展生计的"能力",农户生计资本的状况又决定了劳动力转移这一行为变量的选择。本研究基于可持续生计框架,定量评估了农户生计资本与劳动力转移之间的相关关系,并得出以下结论:自然资本、物质资本、金融资本、人力资本、社会资本等与农村劳动力流动具有不同的相关关系,其中自然资本与其具有U型二次曲线关系;物质资本与其具有倒U型二次曲线关系;金融资本、人力资本、社会资本与其具有正向关系。这些研究不仅是对可持续生计框架理论基础的丰富及应用领域的拓展,又为研究劳动力转移提供了新的视角,对于有效解决三农问题,促进农户生计的可持续发展具有重要的现实意义和社会意义。  相似文献

随着人口、资源与环境的矛盾日益加深,灾害已成为可持续发展的重要障碍。在这一背景下,恢复力成为推动社会经济系统可持续发展的新理念和新范式。恢复力研究的范式也由早期的生态恢复力逐渐转向社区恢复力的研究。现有的社区恢复力研究成果主要集中在概念内涵探索、影响因素识别、基于客观指标和基于行动者感知的社区恢复力测度等方面。迄今尚未形成公认的可接受的社区恢复力理论框架;对普通乡村社区研究较多,对特定资源依赖型社区恢复力研究较少;对突发性自然灾害对社区恢复力的影响研究较多,对其他灾害和危机对社区恢复力的影响研究较少;社区恢复力测度方法的适用性和科学性仍待加强;社区恢复力关键影响因素的作用机制仍需进一步探索。在此基础上,提出从地理学视角研究社区恢复力的主要议题,包括社区恢复力的形成机制及其区域差异、动态演变过程、影响因素的作用机理、基于人地关系的社区恢复力感知量表以及具有尺度效应的社区恢复力测度指数等。  相似文献

以农牧交错区的阿鲁科尔沁旗为例,选取7个典型村,运用参与式农村评估(PRA)、GIS与遥感技术相结合的方法,探讨农牧交错区农村居民点土地利用形态特征及其与农牧户生计的关系。结果表明:①半农半牧型农村居民点由纯牧型农村居民点演变而来。人口增加导致人地矛盾突出和草原开垦耕种,农牧户生计策略转为畜牧业和种植业结合,农村居民点向半农半牧型转变;②半农半牧型农村居民点内部用地类型逐渐多样化。从改革开放前居民点内部以农村宅基地占主导,到改革开放后居民点内部公共设施用地、商服用地、工矿仓储用地迅速扩大;③由于农牧户生计活动的多样化和非农化,农村宅基地内部不但包括居住用地(住房),还包括生产性用地和生产辅助性用地(如牲畜的棚圈、菜园和粮草仓库等)。研究认为,半农半牧型农村居民点人均居民点用地和户均宅基地都远大于国家规定的用地标准,是与半农半牧的生产方式和生计需求紧密相关的。  相似文献
